Commission Members
NWACT Charter and Bylaws provide for the following Board structure:
- All local government agency members are elected officials. Alternates may be agency staff.
- County commissions affirm representatives selected by cities for voting membership
- A total of 28 voting members
- A minimum of 50% of NWACT’s voting members are elected officials
NWACT’s Board members represent a broad cross section of local jurisdictions and stakeholders:
- Four County Commissioners (One per county)
- Four City Officials (One per county)
- Four Community/Small City Officials (One per county)
- One ODOT Area Manager (ODOT Region 2)
- Three Port Members (One each from Clatsop, Columbia and Tillamook counties, selected by Port caucus)
- Three Transit District or other Public Transportation Provider Members (One each from Clatsop, Columbia and Tillamook counties, selected by Transit District caucus or other agency with public transportation jurisdiction)
- Eight Citizen-At-Large Representatives – Two per county, selected by the county’s commissioners, following public advertisement of the position. Members are non-elected citizens selected from private interests including but not limited to freight, trucking, bicycle, pedestrian, public transportation system, public interest advocacy groups, environmental, land use, local citizens, business, education, minority organizations, public safety providers, non-profit organizations, etc.

NWACT’s Bylaws are the Commission’s operating procedures.
The Bylaws provide for the day-to-day implementation of NWACT’s Charter. Updated along with NWACT’s Charter, the NWACT Board adopted revised Bylaws in July 2017. The Bylaws include NWACT’s:

Charter:
NWACT’s Charter outlines the guiding principles and policies for the Commission. Following a six month review process, NWACT members adopted an updated Chater in November, 2004. The Oregon Transportation Commission approved the updated Charter in January 2005, giving NWACT permanent charter status. The Charter is amended from time to time, most recently in July 2017.

NWACT Public Involvement Plan:
NWACT is committed to an open, public involvement process, which allows all citizens and transportation stakeholders the opportunity to participate in transportation decision-making.
Our public involvement strategy has four primary goals:
- Involve stakeholders in developing the Statewide Transportation Improvement Program (STIP),
- Inform the public about the STIP process and how they can participate,
- Educate the public on regional and statewide transportation issues, projects and funding procedures, and
- Provide a forum for receiving input and feedback from the public
