State & Federal Grant Opportunities

CDBG

ColPac has extensive experience administering and offering technical support to cities and counties awarded a variety of federal and state grants, including EDA, TIGER, ODOT, and CDBG funding.

In the Northwest region, a range of projects, including water and wastewater systems, disaster/emergency funding, food banks, and community centers have been successfully funded by Community Development Block Grant (CDBG) programs. Business Oregon administers the state of Oregon’s annual federal allocation of Community Development Block Grant (CDBG) funds for non-metropolitan cities and counties. ColPac has provided grant administration and labor standards services for cities and counties conducting CDBG projects for over a decade.

Public Works and Community Facility projects may be design-only, construction-only, or combined design-build projects. ColPac has expertise in providing necessary grant administration and labor standards monitoring for all phases of a project. CDBG program details

The following are the maximum grants possible for any individual project, by category:

  • Microenterprise: $100,000
  • Public Works Water and Wastewater Improvements: $2,500,000
  • Community/Public Facilities: $1,500,000
  • Community Capacity/Technical Assistance: no specific per-award-limit but limited overall funds
  • Regional Housing Rehabilitation: $400,000 – $500,000
  • Emergency Projects: $500,000

Funding amounts are based on the applicant’s need, the availability of funds, and other restrictions as defined in the program’s guidelines.

 

Opportunities for funding occur biannually:

  • Spring cycle: applications accepted February 1 – April 30, 2021. Award announcements by the end of June.
  • Fall cycle: July 1–September 30, 2021, applications accepted. Award announcements by the end of November.

*the timeline for receiving funding for a project typically takes up to 12 months from application submission

City of Vernonia – Sewer Redesign and Construction (In Progress – $320,000)

City of Tillamook – Water System – Reservoir & Well Redesign (In Progress – $272,500)

City of Clatskanie – Wastewater Treatment Plan Redesign (In Progress – $720,000)

City of Vernonia – Senior Center/Food Bank (Completed – $2,000,000)

City of St.Helens – Columbia Pacific Food Bank Design and Construction (Completed Summer 2021 – $1,500,000)

City of Astoria – COVID Personal Protective Equipment Funding (Completed Summer 2021 – $50,000)

City of Astoria Senior Center (Completed)

Other federally/state-funded regional projects include:
