ADDENDUM NO. 1 To RFP #2025-01 – Highland Estates Road Repair Project

Purpose of This Addendum

This Addendum is issued to comply with federal and state procurement standards requiring that all potential proposers be provided with the same information to ensure full and open competition.

In accordance with 23 CFR 636.402 and ORS 279C.410, this Addendum includes clarifying information originally provided to Lower Columbia Engineering via email on June 26, 2025, and thereafter. This information is now made available to all interested proposers.

 

Clarifications and Information Disclosed:

Construction Schedule:

  • The following project schedule was reiterated: the anticipated construction period for the Highland Estates Road Repair project is Fall 2025 with a sealed competitive bid issued in August. This estimate was based on consultation with Oregon Housing and Community Services (OHCS), which indicated the engineering scope would be relatively limited due to the nature of the work (asphalt paving). However, this estimate was not informed by direct input from an engineering firm at the time of RFP publication.

 

Scope Reiteration/Clarifications:

  • Preliminary survey and geotechnical investigation are included in the RFP scope to ensure complete project readiness, even if those services prove unnecessary during contract negotiation.
  • The expectation is that the selected firm will prepare a full construction-ready plan set and secure all permitting required to proceed with construction.
  • Permitting timeframes were not specified due to variability, and ColPac acknowledges that a 1–2 month window for design and permitting may not be achievable. Adjustments to the timeline are possible based on the selected firm’s input and engagement with permitting agencies.

 

Field Engineering Study Supplementary Materials:

  • Field Engineering previously prepared a county-wide study related to the Echo Mountain Fire in Lincoln County, which includes the Highland Estates Homeowners Association area, although the study was not exclusive to the Association’s boundaries. While this document informed the grant application and is included in the RFP for project background, the study was not conducted specifically for this CDBG-DR project and RFP for engineering and design services.
  • ColPac has reached out to Field Engineering via email to clarify technical elements of the study, but no direct consultation or technical assistance or communication of any kind from Field Engineering was obtained prior to RFP release or since its publication.

 

Permitting and Right-of-Way:

  • The environmental review is being handled by ColPac in partnership with OHCS and its contracted technical consulting agency, ICF. However, permitting and right-of-way considerations within this RFP Scope of Work remain undefined at this time.

 

Competitive Procurement and Fair Opportunity:

  • This procurement is being conducted in accordance with CDBG-DR and OHCS PIERS requirements.
  • ColPac reaffirms that no firm, including Field Engineering or Lower Columbia Engineering, has received preferential access or advance authorization to proceed, and this RFP is intended to provide a fair, open, and equally accessible opportunity to all qualified firms.

 

Important Reminders:

This Addendum becomes part of the RFP and must be acknowledged in the proposal submission.
