Notice is hereby given that Columbia Pacific Economic Development District is soliciting sealed proposals from qualified firms for professional engineering and design services for roadway improvements to complete the Highland Estates Road Repair Project. The Highland Estates Homeowners Association (HEHA) was awarded Community Development Block Grant, Disaster Recovery (CDBG-DR) funding as allocated through the Oregon Housing and Community Services (OHCS) Planning, Infrastructure, and Economic Revitalization (PIER) program in response to the qualifying disaster of the 2020 Labor Day Disasters. Three roadway segments sustained damage from disaster recovery efforts in the area. Delay in addressing the damage has further eroded paved surfaces, now requiring intensive repair to properly service the community.
Sealed proposals submitted in response to the Highland Estates Road Repair Project will be accepted, publicly opened, and recorded by Columbia Pacific Economic Development District on the following schedule:
- Proposal Submission Deadline: Wednesday, July 16, 2025, 5:00 PM (Pacific Time)
- Only email submissions will be accepted. Email Proposals to lydia@nworegon.org. Late or incomplete submissions will not be considered.
- Proposal Opening: July 17, 2025 at 9: 00 AM (Pacific Time)

Immediately following the Proposal opening, a Selection Committee Evaluation will be conducted in accordance with ORS 279C.375 and 2 CFR 200.320(b). All Proposals will be evaluated based on the criteria outlined in the RFP. The review process is not open to the public.
This project is funded in whole by the U.S. Department of Housing and Urban Development’s CDBG-DR Program under the distribution of the Oregon Housing and Community Services agency PIERS program. As such, this procurement complies with federal regulations under 2 CFR 200, including applicable clauses in 2 CFR 200.317–327, and state public contracting laws outlined in ORS Chapter 279B (for personal services) and ORS 279C. All contractors must comply with applicable requirements including Section 3 reporting, EEO provisions, and debarment verification.
Women-, Minority-, and Emerging Small Business (WMESB) firms and Section 3 Businesses are strongly encouraged to submit proposals.
